Actually, you can see their mod because I just saw a dude with Super Saiyan 3 hair but it's blue color and glowing ssgss evolution aura. Someone that plays modded XV2 might help you more with that topic.
And obv I'm not modding so it would be weird for me to see that hair color. I went to his steam screenshot and he had a lot of screenshots of him with that hair but not transformed and a lot of other pictures that clearly showed he's modding. This is only guessing, but in order to play with others with the same mods, you or the other person have to make a Lobby and invite you to that. Otherwise there will be crashes, much like going online lobbies. You can only play with people that have the same mods as you have (I think).
You'll also have to bypass EAC - Google that if you want. but no one would see your mods nor be able to do anything if you load up something modded.
